Abstract

Culture-based tourism is increasingly recognized as a development strategy oriented not only toward economic growth but also toward the preservation of local identity and the empowerment of communities. This article presents a systematic literature review (SLR) of the relationship between culture-based tourism and local community empowerment, following the PRISMA reporting procedure. The review draws on national and international literature addressing the concepts, theoretical frameworks, practices, and challenges of community empowerment in the development of cultural tourism. The findings show that community empowerment in cultural tourism occurs across four main dimensions economic, psychological, social, and political (Scheyvens, 1999; Scheyvens & van der Watt, 2021) and is strongly influenced by the level of community participation in destination management, local institutions such as Tourism Awareness Groups (Pokdarwis) and Village-Owned Enterprises (BUMDes), and government policy support. The review also identifies several recurring challenges, including uneven distribution of economic benefits, the risk of cultural commodification, and weak local institutional capacity. The article concludes with recommendations for researchers, destination managers, and policymakers to strengthen participatory and sustainable models of culture-based tourism.
